It is indeed French - it’s from the 1964 comedy called “Le Gendarme de Saint-Tropez” (a gendarme is a police officer). It’s about a police officer who gets reassigned in St. Tropez. He is trying to be an influence and get rid of problems with nude beach-goers but his daughter complicates things throughout the story. By the way, the little car is a Citroën 2CV.
